William F. Regine, MD, FACR, FASTRO, FACRO, President of University of Maryland Faculty Physicians, Inc. (FPI), along with Rachel L. Hoover, MS, MBA, Executive Vice President and Chief Administrative Officer for FPI, announced today that Colin G. Semper, MBA, will serve as the new Chief Strategic Operations and Business Development Officer and interim Chief Operations Officer for FPI.
In this role, Semper will report to Ms. Hoover and will partner closely with FPI teams, UM School of Medicine (SOM), and University of Maryland Medical Center (UMMC)/University of Maryland Medical System (UMMS) leaders in advancing FPI’s strategic operations and business development initiatives.
“It is an exciting time of growth and expansion for FPI, and Colin will be a perfect fit for helping us to implement our new integrated model and transformation initiatives,” said Dr. Regine, who is also the Senior Associate Dean for Clinical Affairs at UMSOM, the Isadore & Fannie Schneider Foxman Chair of Radiation Oncology, and Executive Director of the Maryland Proton Treatment Center.
As a healthcare leader with more than 25 years of experience, Semper has a wide-ranging background working with progressive hospitals, academic medical centers, large “for profit” physician practices, telehealth/telemedicine groups, and international medicine and health plans. Most recently, he worked at the MedStar Washington Hospital Center where he served as Vice President of Professional Services. Colin previously served as Chief Administrative Officer of the Department of Orthopaedic Surgery at Johns Hopkins Medicine.

Semper’s specific areas of keen operational expertise include imaging, medical nutrition therapy, medical specialties, neurosciences, oncology, orthopaedics, and physical medicine & rehabilitation.

Previous to his healthcare industry experience, Semper served in the US Air Force for 21 years of distinguished service as a clinical dietitian and chief medical group administrator. He holds a Master of Business Administration in Healthcare Management degree from the University of Phoenix and a certificate in executive leadership from the Johns Hopkins University/Johns Hopkins Medicine Professional Development Program. He is board certified with the American Academy of Medical Administrators.
