Biosketch

Dr. Marcozzi, a fellow of the American College of Emergency Physicians, is the Chief Clinical Officer and Senior Vice President of the University of Maryland Medical Center (UMMC). He is also the Associate Dean for Clinical Affairs at UMMC and a professor in the Department of Emergency Medicine at the University of Maryland School of Medicine.

Previously, Dr. Marcozzi was the COVID-19 Incident Commander for the Unified Command of the University of Maryland Medical System and the University of Maryland-Baltimore. In this role, he led the response of a comprehensive academic healthcare system during the pandemic, focusing on optimizing access to care and improving patient outcomes. His leadership and expertise in healthcare delivery and disaster response led to his appointment as Senior Medical Advisor to Governor Hogan for Maryland’s COVID-19 response.

Dr. Marcozzi’s prior experience includes serving as Deputy Medical Director for Mobile Integrated Health with the Baltimore City Fire Department, where he concentrated on addressing social determinants of health and enhancing access to care through telehealth and protocolized physician extender models. His federal service spans a decade in leadership roles within the Department of Health and Human Services (HHS) and the White House, where he emphasized integrated healthcare solutions for improved emergency preparedness.

In 2006, Dr. Marcozzi completed a congressional fellowship, contributing to drafting the Pandemic and All-Hazards Preparedness Act. He is a retired colonel in the U.S. Army Reserves, having been mobilized four times and concluding his service with the Joint Special Operations Command. Additionally, he has responded to major disasters as a leader within the HHS National Disaster Medical System, including the September 11 attacks.

As a practicing emergency physician, Dr. Marcozzi has authored numerous articles and received several accolades, including the White House National Security Council Outstanding Achievement Award and the 2021 Physician of the Year from the Maryland Chapter of the American College of Emergency Physicians. These honors highlight his ongoing commitment to enhancing healthcare access, quality, and safety through strategic and operational leadership.
