12.5 Non-Involvement of Providers of Student Health Services in Student Assessment/Location of Student Health Records
Scope and Purpose
The University of Maryland, Baltimore (UMB) provides student health services, including psychiatric/psychological counseling. The primary student health office is UMaryland Immediate Care (UMIC); the continuity practice, if desired, is the University of Maryland Family Medicine Associates, P.A. A separate student counseling center is staffed by university professionals. All facilities are located on-campus.
Policy Statement
Providers of urgent and continuity care at the UMaryland Immediate Care (UMIC) must not be engaged in the academic assessment or promotion of medical students. House staff and student learners shall not be present at this site.
Providers at the UMB Student Counseling Center must not be engaged in the academic assessment or promotion of medical students.
University of Maryland Family Medicine Associates, P.A., is staffed by faculty from the School of Medicine and includes residents and medical students as learners. Medical students as patients must be assigned to providers who do not participate in academic assessment or promotion of medical students.
In an urgent situation or medical conditions requiring specialized care, a student may be seen by a faculty member with educational responsibilities. Such faculty members must recuse themselves from all assessment and promotion decisions regarding the aforementioned student.
At sites where they may encounter UMSOM faculty members, students should notify their health care provider of their medical student status.
Medical students must recuse themselves from the care of fellow medical students.
To ensure the confidentiality of student health records, all faculty, students, and staff must adhere to HIPAA regulations. A system of monitoring ensures that any unauthorized access of health records will be addressed per University of Maryland Medical System and Faculty Practice, Inc. policies.
