Legislative Medicine - LMED 540

Prerequisites:

Students must have completed a minimum of 6 months of junior clerkship work in order to participate.  Preference will be given to students who have participated in SOM Legislative Day.

Description and Goals

The goal of this rotation is to provide the student with experience in government and community affairs. This will help the student to develop an appreciation for the legislative process – which is invaluable for future physicians who should be aware of and involved in public policy decisions, especially relating to health care issues.

The student will attend committee and subcommittee meetings to cover bill hearings, budget hearings, and other informational briefings. Student will prepare summary notes and listen for matters that could pose opportunities or concerns for the University of Maryland, Baltimore (UMB) campus community. During session, the student will participate in guiding advocacy days for UMB schools. Student also may be asked to testify on issues of interest.

The experience will be tailored so that the medical student will be exposed to medical-related issues that are before the state legislature, as well as other areas. The student will maintain a log of daily activities and a formal record of written materials prepared during the rotation.

Students will be expected to meet objectives developed by the preceptor, with input from the student. The student should demonstrate acceptable qualities and characteristics of professional behavior in communications, appearance and attire, timeliness, flexibility, commitment, and initiative.

  • If approved, complete the necessary add/drop form and obtain the signature of the faculty responsible for the specific course and return to the OSA.

Upon completion of this experiential course, the student will be able to:

  1. Understand the mission, functions, and organizational structure of UMB, and how the SOM is part of this larger entity.
  2. Identify and characterize current issues in the state legislature that relate to the UMB campus, healthcare, and any other areas of interest identified by the student.
  3. Understand the legislative process and how to play an effective role in public policy.
  4. Use appropriate sources of information to formulate legislative testimony on health care, higher education, or other issues.
  5. Given a preceptor identified topic, investigate and present findings in a written report to be handed in within one week of course completion to preceptor.

Hours:

Monday – Friday, with an average of 40 hours per week (hours may be longer  where legislative committee meetings may require coverage)

Required Texts/Readings

Before the course, the student should review the first five items listed below. The remainder of the items should be completed within one week of the start of the rotation.

  1. Read University of Maryland, Baltimore (UMB) briefing binder prepared for the orientation training session – focus on organizational structure of UMB, USM, UMMS, & GCA)
  2. Review UMB Office of External Affairs website and review the Office of Government & Community Affairs (GCA) “End of Session Report” from the prior session – focus on the sections dealing with Budget, Health, and Education
  3. Read specified editions of Maryland Legislative Issue Papers published by legislative staff -- Health and Higher Education sections only
  4. Read Maryland Legislator Handbooks: Volume 1 and Volume 2; Chapters 1,2, 7, and 10
  5. Review the Health services Cost review Commission (HSCRC) website to review how the hospital rate setting system works and the Maryland Health Care Commission (MHCC)website for current issues.
  6. Review UMB campus website to become familiar with programs offered throughout the campus
  7. Review UMB’s Office of Government and Community Affairs (GCA) favorite websites
  8. Walk-through details of Maryland Legislative Information Systems (MLIS) website
  9. Read specified sections of Health General Article, Annotated Code of maryland
  10. Read specified sections of Education Articles, Annotated Code of Maryland

Student Activities and Assignments

Students will work with preceptors to complete activities and assignments which will enable them to accomplish the course objectives by the end of the rotation. Students will submit to preceptors a list of assignments and status of each assignment on a weekly basis. This will serve to keep the student organized, as well as to facilitate the meeting of course requirements. Notes taken at legislative meetings must be submitted within 24 hours following the meeting.

Student Assessment and Grading

The student will be assessed by the preceptor on performance and professionalism at the midpoint and at the end of the rotation. The midpoint evaluation will be oral to guide the student’s performance during the balance of the rotation. The student will submit a short self-assessment to the preceptor during the final week of the rotation. The faculty member responsible will work with the preceptor to complete the final evaluation and assign a grade for the rotation.
