Dr. Jill RachBeisel Named Vice Chair for Clinical Affairs in UM School of Medicine’s Department of Psychiatry

New Position Recognizes Her Impact on Growth, Stability and Reputation of Department’s Clinical Enterprise

Bankole A. Johnson, DSc, MD, MBChB, The Dr. Irving J. Taylor Professor and Chair for the Department of Psychiatry, Professor of Pharmacology, Anatomy and Neurobiology, along with UM SOM Dean E. Albert Reece, MD, PhD, MBA, announced today that Jill RachBeisel, MD, Associate Professor of Psychiatry, has been named Vice Chair for Clinical Affairs for the UM SOM Department of Psychiatry, commencing at the start of the next academic year.

Dr. RachBeisel, who also served as Division Head of Community Psychiatry as well as Chief of Clinical Services, brings to the position extensive clinical, teaching, research collaboration and administrative leadership over the past 24 years.

“Dr. RachBeisel has played an integral role in the tremendous growth of our clinical services in Psychiatry and is ideally suited to become our new Vice Chair of Clinical Affairs,” said Professor Johnson, who is also Director of the UM SOM Brain Science Research Consortium Unit.  

In her new position, she will oversee the clinical operations of all programs within the Department of Psychiatry, which includes the coordination of seven major clinical Divisions: Adult, Alcohol and Drug Abuse, Child and Adolescent, Community, Consultation-Liaison, Geriatrics, and FPI practices. Among the new initiatives she will manage is the establishment of a Women‘s Mental Health Program, which is collaboration with the Departments of OB/GYN, Family Medicine and Pediatrics as well as with divisions within the Department of Psychiatry.

“As the Vice Chair of Clinical Affairs of the Department of Psychiatry, I see coordinating the mission of the hospital of UMMC, UMMS, and UMB as a major priority,” said Dr. RachBeisel. “I will be focusing on population health initiatives, the new challenges of the global budget, and the increasing demands for mental health and behavioral health services.”

Dr. RachBeisel began her career in the field of acute psychiatric care, emergency psychiatric interventions and quality management in the hospital setting.

During her tenure in Community Psychiatry, she developed a skills based teaching program for individuals with serious mental illness (SMI) living in supervised transitional housing. Her Curriculum, entitled “Academy of Independent Living,” is designed to prepare persons with SMI to live independently.

In addition, she is actively involved in understanding the impact of Population Health Management on persons with SMI as well as mental health issues in complex medical/surgical conditions.

“With Dr. RachBeisel’s strong research and clinical background in Adult Psychiatry, Serious and Persistent Mental Illness, substance abuse disorders and women’s mental health, she brings clinical leadership to areas of critical importance to our patients,” said Dean Reece, who is also Vice President for Medical Affairs at the University of Maryland the John Z. and Akiko K. Bowers Distinguished Professor. “We are delighted that she is taking on this new senior role in the Department of Psychiatry.”

Dr. RachBeisel is a graduate of the Pennsylvania State University School of Medicine where she received her medical degree in 1985. She completed her 4 year Psychiatric Residency Program, serving as Chief Resident in her 4th year from the University of Maryland Medical Center Psychiatric Residency Program in 1989.

    UM School of Medicine Scientists Create First Extensive Brain Cell Data Repository

    Neuroscience researchers now have access to 50 million brain cells to better understand how the brain develops and functions or changes with disease or trauma.     Clinical and Academic Leader, Dr. Jill RachBeisel, Appointed Chair of the Department of Psychiatry at the UM School of Medicine

    University of Maryland School of Medicine (UMSOM) Dean E. Albert Reece, MD, PhD, MBA, announced today that Jill RachBeisel, MD, Associate Professor of Psychiatry, has been appointed to serve as the Chair of the Department of Psychiatry, effective immediately. Dr. RachBeisel has served as the Department’s Interim Chair for the past two years and was previously Acting Chair and Vice Chair of the Department. A prominent leader at UMSOM, she has garnered tremendous support among faculty and staff for her efforts to forge partnerships among various entities in an effort to strengthen mental health services provided to patients and the community at large.     UMSOM Researchers Discover a Critical Receptor Involved in the Response to Fast-Acting Antidepressants Like Ketamine

    Effective treatment of clinical depression remains a major mental health issue, with roughly 30 percent of patients who do not respond to any of the available treatments.     Fighting Opioid Addiction from Baltimore to Garrett County: University of Maryland School of Medicine Rises to the Challenge

    The opioid epidemic has been deadly for Maryland. In 2016, more than 2000 people in the state died from overdoses; in 2017, deaths rose another 40 percent, and deaths from the powerful synthetic opioid fentanyl were up nearly 140 percent. Last year, Gov. Larry Hogan declared a state of emergency in response to the opioid epidemic, saying the state needs an “all-hands-on-deck approach.”
