Suggested Boilerplate Text for Inclusion of All NIH Stimulus Applications

The School of Medicine strongly encourages investigators to include the following boilerplate text (or similar language) in all NIH stimulus applications.

For Inclusion in Abstract Section

The University of Maryland School of Medicine has definite economic impact on the state of Maryland.  The combined direct and associated spending for the school and its faculty practice plan last year was $1.5 billion, or about 5 percent of the total state economy.  This equates to $22 in revenue generated for every $1 of the general state support.  Since the University of Maryland is a state institution, our faculty and staff are directly affected by state mandated furloughs and budget cuts which could result in layoffs of personnel. This application will create or retain [NUMBER] jobs.

For Inclusion at Beginning of Research Plan Section

The University of Maryland School of Medicine is one of the country's fastest growing research institutions. Our rich tradition of research support from the National Institutes of Health and other federal agencies, as well as from leading philanthropic sources such as the Gates Foundation, has led to research grants and contracts totaling $377 million in FY08. According to the Association for American Medical Colleges (AAMC) we rank 19th among all 129 US medical schools in research grant and contract expenditures  and 7th among 76 public US medical schools in research grant and contract expenditures .

The School of Medicine conducts basic science research and clinical research targeting worldwide health problems, such as cancer, HIV/AIDS, neurological diseases, heart disease, kidney disease, high blood pressure, trauma, and psychiatric problems. The School of Medicine also has active research and development programs in vaccines, complementary medicine, and in medical devices and technology.  Over the last decade we have made substantial investments in core resources and have recruited stellar faculty, putting our 200+ year old institution on the cutting edge of a renaissance in 21st century medicine, collaborative research and translational science

The School of Medicine has organized itself to quickly and effectively utilize the potential funding from NIH consistent with the American Recovery and Reinvestment Act of 2009 (ARRA) goals and objectives.  These initiatives include not only proposal preparation but also revised human resource, facilities development and purchasing policies and procedures and a commitment to report effectively on our progress in meeting the ARRA milestones.

Application-Specific Language to be Developed by Each Investigator

The purpose of the American Recovery and Reinvestment Act of 2009 is to preserve and create jobs, and for NIH awards to promote economic recovery by spurring advances in science and health.

Each application should include a section highlighting:

  • Number of jobs created or preserved,
    Other economic development benefits to third party suppliers and collaborators,
  • A commitment to complete the project objectives by Oct 2010, and
  • Acknowledgement of rigorous (quarterly) reporting requirements
