Gerry Grimm, MSW

Gerry Grimm has been working in children’s services for over 30 years.  He has extensive experience in child welfare and in residential treatment of emotionally disturbed children.  More recently, he has become involved with social policy in his work at the Family League of Baltimore City, where he was a Fiscal Strategist.   The Family League is a local governance entity for and neutral convener of public and private providers of services, supports and opportunities to children and youth in the Baltimore community.  His work there has focused on maximizing the ability to use federal funding for services to children, youth and their families.  His work has also included developing Opportunity Compacts.  Compacts are a financing strategy that uses foundation funding to initiate a prevention/early intervention service that will prevent a costly bad outcome.  The Compact between funders and the state stipulates that, if savings is proven, the state will use savings to sustain the initiative and share additional savings with the jurisdiction where the intervention was initiated.  This highly innovative concept is garnering interest in a number of states besides Maryland.  Mr. Grimm joined the staff of the Maryland Child and Adolescent Mental Health Innovations Institute in April, 2008.  He continues to specialize in fiscal strategies and compact development in his new position.
