Information for RTC Waiver Participants

What are the benefits to participating in the RTC Waiver?
Using a team approach, youth can receive medical services through HealthChoice and mental health services through the Maryland’s Public Mental Health System.  Additionally, youth and their families can reExtended Familyceive waiver-specific support and services such as:

  • Caregiver and Youth Peer-to-Peer Support;
  •  Family and Youth Training;
  • Crisis and Stabilization Services;
  • Expressive and Experiential Behavioral Services; and
  • In and Out-of-Home Respite Care.
How does someone qualify for the RTC Waiver?
In order to qualify for the program, the youth must meet certain financial eligibility rules, be 6 to 20 year old, meet certain medical criteria, and have the ability to be safely served in the community.  Families must choose to enroll in the RTC Waiver instead of an alternative, which may include going into a residential treatment center.  The Care Management Entity (CME) will help families figure out if they should apply and collect the information needed to do so.

You can review the Freedom of Choice Consent Form to learn more about what families and participants consent
 to when they enroll in the RTC Waiver.

How does someone apply for the RTC Waiver?

Everyone applying for the program must complete an application through a Care Management Entity (CME).  CMEs will be available to help fill out application packets and assist in the application approval process. They will also help determine if there are slots available.

RTC Waiver enrollment is currently open only in Baltimore City, Montgomery County, and Wicomico County.  The Waiver will hopefully be available statewide during 2010.
