Evidence Based Practices

Maryland has made a commitment to utilize evidence based and promising practices to ensure that effective community education, opportunities, support, and treatment options are available to the children, youth, and families for whom they are appropriate. Innovations Institute is providing technical assistance to the state, local jurisdictions, and providers in the implementation of EBPs.  Check out the links below to find out more information about EBPs in Maryland.

Maryland Children’s Cabinet Evidence-Based Practices (EBP) Reporting

Under contract with the Governor's Office for Children (GOC) through the Maryland Children's Cabinet, the research and evaluation team seeks to act as the data collection hub for the State in order to track a variety of Evidence-Based Practices (EBPs) being utilized throughout the state of Maryland.  Guided by the Children’s Cabinet, the research and evaluation team collects data from local EBP providers, as well as from national purveyor databases (as possible) and State agencies, to routinely report on EBP implementation including: where services are available and at what capacity; how services are funded; how services are utilized; how well services are being delivered based on model requirements; and what outcomes for youth look like following treatment.  Reports disseminated to stakeholders are as follows:

Retrospective Reports

In response to the Children’s Cabinet request for an aggregate summary of EBP utilization and progress in the state of Maryland for Fiscal Years 2008 and 2009, Innovations provided a retrospective report on Multisystemic Therapy (MST). A retrospective report for Functional Family Therapy (FFT) was not distributed due to validity issues found within the data.  Retrospective data was not available for Multidimensional Treatment Foster Care (MTFC) because this program just initiated implementation.

Monthly Reports

Each month, Innovations collects demographic, utilization, and discharge data from local providers and integrates data from national purveyor databases (as available) to compile a summary report that describes monthly service utilization including:

  • Number of referrals
  • Number of youth starting services
  • Number of youth rejected and reasons rejected (of new referrals)
  • Demographic characteristics of youth who started services and youth who were rejected (age, ethnicity)
  • Number of youth on the wait list on the last day of the month
  • Number of VPI/OSK youth on the last day of the month
  • Number of youth discharged from treatment, discharge types, and outcomes for youth at discharge.
  • Funded capacity; current census by funder (PENDING) 

Currently, Monthly reports are completed for MST, FFT and MTFC 

Quarterly Reports

Each quarter, Innovations summarizes data from local providers and data from national purveyor databases (as available) to compile a summary report that describes utilization, fidelity, and outcomes for youth receiving EBP services (i.e., MST and FFT). These reports include:

  • Number of families who have received services
  • Characteristics/demographics of youth who have completed treatment (age, ethnicity)
  • Number of youth discharged from treatment and discharge type
  • Summary of ultimate outcomes for discharged youth
  • Summary of therapist fidelity to the EBP model(s) (currently MST only)
  • Program operations data (i.e., active FTE, number of open cases – currently MST only)

Currently, Quarterly reports are completed for MST and FFT. MTFC is in the early stages of implementation (under five youth currently in treatment – newly enrolled)

Annual Reports

Annually, Innovations summarizes data collected from local providers, data from national purveyor databases (as available), and data provided by agency databases (e.g. ASSIST) to compile a report describing longitudinal outcomes for youth who have received EBP services, in addition to summarizing utilization, fidelity, and discharge outcomes for youth for the year.  These reports present aggregate data for the Fiscal Year, and include:

  • Number of youth who have received services
  • Characteristics/demographics of youth who have completed treatment (age, ethnicity)
  • Number of youth discharged from treatment and discharge type
  • Summary of therapist fidelity to the EBP model(s) (currently MST only)
  • Summary of youth outcomes at discharge
  • Summary of youth outcomes post-discharge (e.g., recidivism rates)
  • Comparison of local level and national data
  • Summary of implementation activities and recommendations
