The NSC has coordinated the efforts of statewide, federal, and military agencies and private industry in the training and testing of military and civilian communication systems in the event of a natural disaster or terrorist event.

Through tabletop and functional exercises, collaborators can identify strengths and weaknesses of interagency coordination of resources and technologies to develop an effective framework to deal with mass-casualty incidents.
