Personal History
Dr. Shamoo is a professor and former chairman of the Department of Biochemistry and Molecular Biology, and holds a secondary appointment to the Department of Epidemiology and Preventive Medicine. He serves as a member of the Defense Health Board (DHB), chairing the Medical Ethics Subcommittee as well as a being a member of its Executive Committee. Dr. Shamoo is a senior analyst for Foreign Policy in Focus, of the Institute for Policy Studies. He is the founder and Editor-in-Chief of the journal, Accountability in Research and is on the editorial board of the Drug Information Journal.
Writing frequently in newspapers and websites on ethics and public policy, Dr. Shamoo's opinion editorials have appeared frequently in major newspapers including the Christian Science Monitor and the The Baltimore Sun. Dr. Shamoo has been cited and has appeared frequently in local and national media including CBS' 48 hours, Newsweek and National Public Radio (NPR).
Shamoo was a member of the National Human Research Protections Advisory Committee (NHRPAC). In 2003, he chaired a Special Issue GlaxoSmithKline Pharmaceuticals Ethics Advisory Group. Shamoo was appointed to the Armed Forces Epidemiological Board (AFEB) of the Department of Defense as the ethics consultant and as a member. In 2006, he was appointed to the Maryland Governor's Higher Education Transition Working Group.
Since 1994, Shamoo has been teaching a graduate course on, "Responsible Conduct of Research". He has chaired twelve international conferences on ethics in research and human research protections and testified on this issue before Congressional Committees and the National Bioethics Advisory Commission. He chaired the Ethics and Regulatory Forum of the Association of Clinical Research Professionals (ACRP). In 1995, he co-founded the human rights organization, Citizens for Responsible are and Research (CIRCARE).
Dr. Shamoo has lectured worldwide on topics ranging from issues in biochemistry to ethics, science and public policy. He has held visiting professorships at notable institutions, including Sarah Lawrence College and the Institute for Political Studies in Paris, France and L'aquila University, Italy. Dr. Shamoo provides consultation, training, education, and workshops on Human Research Protections (HRP), and Responsible Conduct in Research (RCR) to Institutional Review Boards (IRBs) and their members as well as to other members of the profession.
Dr. Shamoo has authored, co-authored, or edited fifteen books, including his textbook , Responsible Conduct of Research (with David Resnick, 2003, 2009); Ethics of the Use of Human Subjects in Research (with Felix Gyi, 2002). He has published over 270 papers.
Dr. Shamoo has held full-time faculty appointments at East Carolina University, NIH, University of Rochester School of Medicine & Dentistry, Max-Planck Institute for Biophysics, Frankfort, West Germany, Mount Sinai School of Medicine of the City University of New York, and University of Louisville.
